The Foundation for Research and Technology - Hellas (FORTH) is the premier research centre in Greece, internationally acknowledged for its excellence in basic ans applied research, in developing applications and products, and in providing services. The Institute of Computer Science (ICS), one of the six institutes of FORTH, contributes to this project. FORTH-ICS has a 30-year history of internationally competitive R&D contributions across the fields of information and communication technologies, as well as of academic and industrial cooperation; it has adopted an evolving strategy to promote the commercial exploitation of R&D results by providing services, licensing products to industrial partners, contracting with industrial partners to jointly develop new products, and participating in spin-off companies and joint ventures. FORTH-ICS represents Greece in the European Research Consortium for Informatics and Mathematics (ERCIM). The Institute ranked first among all Greek institutes of its field in all national evaluation rounds so far.

VALENCIA LOCAL POLICE

Spain

With more than 1,500,000 inhabitants, Valencia is the 3rd largest city in Spain. More than 1,600 police officers form the Valencia Local Police (PLV). PLV’s duties are wide, ranging from surveillance and road traffic control to maintaining citizen security and safety, administrative police, community police, domestic violence, mediation police, fight against crime, management of emergencies, environmental police, etc.
Overall, it is one of the most active local police forces in Spain, due to its continuous innovation in new technologies. The Centre of Security and Emergencies (CISE) is the best example of innovation in police management thanks to the use of ICTs tools. Moreover, it is a great test bed for pilot experiences and tests.
PLV has managed (as a leader or a partner) 24 successful European projects from different programmes (H2020, 7th FP of R+D in Security, Lifelong Learning Programme, Prevention and Fight against Crime, Daphne III, Civil Protection Financial Instrument, Criminal Justice, etc.). PLV has a 30 year-old Community Policing model, which provides a satisfactory relationship with the citizens, thanks to more than 200 CPO within the municipality. This professional profile makes them receive very relevant multidisciplinary information.

Portugal

Polícia Judiciária (PJ), the Portuguese Criminal Police, is the Portuguese higher criminal police body, hierarchically organized under the aegis of the Ministry of Justice. PJ’s mission consists on assisting the judicial and prosecuting authorities with investigations, by developing and promoting preventive, detection and investigative actions. As a criminal investigation police force, PJ has reserved competence for the investigation of serious and organized crime in general.

UNIVERSITY OF APPLIED SCIENCES FOR PUBLIC SERVICES IN BAVARIA

Germany

Every year about 400 students start their training for the third qualification level of policing in Bavaria. Approximately one quarter of the first-year students are high school graduates who fulfill the general employment conditions and have successfully completed a selection procedure with a sports examination and an aptitude test for social competence. However, the majority of our students are already qualified police officers of the second qualification level who will complete their studies as part of a training qualification. Thereby, the theoretical studies take place at the University of Applied Sciences for Public Service in Bavaria - Department of Policing, whereas the internships are carried out at appropriate police departments in Bavaria. Since 2012, the Department of Policing participates in national and international research projects with a focus on counter-radicalisation, cybersecurity policing  and training.

UNIVERSITY OF LAUSANNE

Switzerland

The School of Criminal Justice (ESC - a unit of the Faculty of Law, criminal justice and public administration) of the University of Lausanne (UNIL), founded in 1909, has a longstanding international reputation of excellence for research, education, and casework in forensic science, criminology and criminal law. The School is a founding member of the European Network of Forensic Science Institutes (ENFSI).

The School emphasizes a coordinated approach to forensic science and criminology, combining all criminal science disciplines to address criminality in a wholistic manner. The ESC has been at the forefront of research dedicated to cybercrime, its measurement and to forensic evidence in cyberspace. Its research portfolio encompasses interdisciplinary matters between forensic science, criminology and the law in areas such as digital forensics and cybercrime, crime analysis and forensic intelligence, DNA evidence, the fight against drug trafficking, interpretation of forensic evidence and the legal issues in relation to the admissibility of forensic evidence in court. The ESC was recently part of a group that developed the new ENFSI guideline for reporting forensic evidence and part of the project LINCS (Linking Prison Statistics to the Criminal Justice System) implemented by the Council of Europe and funded by the European Commission. The School cooperates with several Swiss Cantonal Police forces in order to train crime analysts to detect physical and online crime trends.

CENTER FOR SECURITY STUDIES

Greece

The Center for Security Studies (KEMEA) is a think tank on homeland security policies and an established research center since 2005 within the Hellenic Ministry of Interior aiming to support security policy implementations in Greece at a strategic level.

KEMEA is actively involved in: (a) Research and development in the context of implementation of National and European projects  under the topics of physical and cyber security and civil protection, in close cooperation with LEAs, working under the auspices of the Ministry of Citizen Protection, civil protection national, regional and local authorities; (b) Training of practitioners in new systems and technologies; (c) Certification of practitioners in private security professions at national level; (d) Organization of table-top and field exercises to test and evaluate preparedness and response of public services, organizations and authorities to emergencies and crises. KEMEA also provides advisory and consulting services to the Ministry of Citizen Protection, as well as other Public and Private authorities, on safety and security issues.

HELLENIC POLICE

The Hellenic Police is subordinated to the Ministry of Public Order and Citizen Protection. The Hellenic Police assumed its present structure in 1984 when the Gendarmerie (Chorofylaki) and the Urban Police Forces (Astynomia Poleon) were merged (Law 1481/1-10-1984, Government Gazette 152 A). Hellenic Police (Elliniki Astynomia) is a Law Enforcement Agency according to the Law nr. 4249/2014 and its mission is to:
a) ensure peace and order as well as citizens` unhindered social development, a mission that includes general policing duties and traffic safety
b) prevent and interdict crime as well as to protect the State and the democratic form of government within the framework of constitutional order, a mission that also includes the implementation of public and state security policy
c) prevent illegal border crossing as well as to enforce the legal framework in which immigrants are allowed to live and work in the country.

The Hellenic Police is comprised of both central and regional Services. Hellenic Police`s headquarters is the supreme authority over these Services. Its efforts center on the fulfillment of the Force`s mission, within the framework of the Ministry of Interior`s policy. For this reason, it schedules, directs, oversees and monitors the activities of its Services, and it ensures the necessary conditions for the exercise of its authority.

In its continuous mission to serve and protect citizens, Hellenic Police has responded to our times` demands and challenges by improving training, adopting a modern crime prevention policy, better utilizing science and technology and by exploiting international law enforcement cooperation.
